What does this quote from Einstein mean: "In order to be a perfect member of a flock of sheep, one has to be, foremost, a sheep"?

Well, he was a goat - never blending into a flock of sheep. Sheepish:resembling a sheep in meekness, stupidity, or timidity. He was neither meek, stupid or timid. So, he wasn't a perfect member of hypocrite society surrounding him.

The meaning implied by the quote is rather explicit: You can't stay with a gang unless you are a part of it.
But the example chosen could be more apt because obviously 'Sheep' is just a herd where the next one follows the previous one blindly.
