The underworld

Working at a satellite office of the High Plains Underground Water Authority is like living is a shell, a cave.  Florence can't see very well.  Not because of her glasses, but because her job is simply to give access to water.  She doesn't recognize one of the girls from her high school when she appears to request access to water.  [Meaning of water].  The source of the water is the Ogallala Aquifer.  An underground reservoir whose level ebbs and flows with irrigation and rainfall.  Florence is concerned for the aquifer, it bothers her that what was once a pristine and pure is now filled with the hands of the farmers of the high planes.  Droughts bother her and rain relieves her.  Will she dry up or float to the top?
